Who should actually take an SMSTS course?

SMSTS is often described simply as a course for construction managers. That is correct, but it does not tell you whether it is the right level of training for you personally.

The current CITB Site Safety Plus rules describe the Site Management Safety Training Scheme as training for site managers and aspiring site managers who are responsible for managing, monitoring, implementing and reporting within a construction environment.

Think about the decisions you make during a normal working day. Do you organise work carried out by several trades? Do you review risk assessments and method statements? Do you coordinate site activities, monitor contractors or challenge unsafe work? Are you expected to understand what the Construction Phase Plan actually means in practice?

If the answer is yes, SMSTS may match your level of responsibility much more closely than an operative or supervisor course.

Zarządzanie witryną

Current site managers

SMSTS is designed for people already managing construction activities and needing a structured understanding of health, safety, welfare and environmental management.

Career progression

Aspiring site managers

CITB also allows candidates who are about to move into a site management role. This makes the course relevant before the new responsibilities begin rather than only afterwards.

Project control

Managers coordinating contractors

The programme is relevant where your role involves planning, monitoring and coordinating construction work rather than simply completing an individual trade activity.

Existing supervisors

Experienced supervisors moving upwards

An experienced supervisor progressing into management may find SMSTS a natural next stage, especially once the role expands beyond direct supervision into wider site planning and control.

SMSTS is management training. It should not be treated as a universal safety course for everybody working on a construction site.

What are the official SMSTS entry requirements?

This is one area where surprisingly inaccurate information appears online.

According to the current CITB SMSTS Scheme Rules, there are no formal qualification entry requirements for the full SMSTS course.

That does not mean the course is intended for absolutely anybody.

  • You should hold, or be about to hold, the role of a site manager.
  • Previous health and safety knowledge is recommended.
  • CITB recommends the two day SSSTS course for people without previous health and safety management experience.
  • You must have written and spoken English at a level sufficient to operate effectively at site management level.

This matters because SMSTS is not simply a collection of multiple choice questions. Delegates need to participate in exercises, discuss management situations, interpret construction information and demonstrate that they understand how legal duties affect decisions made on site.

If you are currently a frontline supervisor rather than a manager, compare the course with our Kursy CITB SSSTS przed dokonaniem rezerwacji.

Not sure whether SMSTS or SSSTS fits your role?

Tell us what you currently do on site and what responsibilities you are moving towards. We can help you identify the training level that matches your role before you book.

Ask our training team

SMSTS or SSSTS. What is the practical difference?

The names are similar, which causes plenty of confusion.

Site Supervision Safety Training Scheme and Site Management Safety Training Scheme are both part of CITB Site Safety Plus, but they address different levels of responsibility.

Pytanie SMSTS SSSTS
Who is it aimed at? Site managers and aspiring site managers. People who hold, or are preparing to take on, site supervisory responsibilities.
Management level Planning, managing, monitoring and implementing health and safety arrangements across construction activities. Supervising work and helping make sure agreed controls are followed by workers.
Standard course duration Five days. Two days.
Which route suits a manager? SMSTS is specifically designed around the construction management role. SSSTS is primarily designed around site supervision.
Can SSSTS lead towards SMSTS? SMSTS represents the management level within this progression. CITB identifies SMSTS as a natural progression from SSSTS.

There is another useful clue in the current CITB rules. Candidates without previous health and safety management experience are recommended to consider SSSTS before moving into SMSTS.

Choose according to responsibility rather than choosing the longer course simply because it appears more advanced.

How is the CITB SMSTS course assessed?

What actually decides whether you pass?

It is not only the final examination.

The current CITB assessment model combines practical participation throughout the course with a formal end of course examination.

1

Four core exercises

Every delegate must complete four core exercises. CITB uses construction site drawings, tasks and projects to help trainers assess how candidates apply the material and interact during the programme.

2

Trainer review

The trainer gives a pass or fail judgement based on the delegate's performance and engagement during the core exercises and the course overall. A candidate who fails the trainer review cannot proceed to the final examination.

3

End of course examination

The CITB examination contains 25 questions covering the course. Eighteen are multiple choice questions worth one mark each. Seven use multiple response or short written answers and are worth two marks each.

25 questions in the current CITB SMSTS examination
26 / 32 marks needed to achieve the 81% pass mark
35 min maximum examination time

The seven higher value questions relate to seven health and safety focus areas used by CITB. These are working at height, vehicles and pedestrians, manual handling, asbestos, dust, noise and vibration.

Czy egzamin SMSTS odbywa się z możliwością korzystania z materiałów?

Only partly.

CITB allows candidates to use the Construction Site Safety, The Comprehensive Guide GE700 i Construction Site Management Delegate Workbook XA6 during the final 15 minutes of the 35 minute examination.

You therefore need to understand the material. Relying on searching through a book from the first question is not an option.

What happens if you do not pass the SMSTS exam first time?

Failing the first examination does not always mean repeating all five days.

Under the current CITB rules, a delegate may be offered one examination resit when all four core exercises have been completed, the trainer review has been passed and the initial examination result is between 23 and 25 marks out of 32.

The resit can be offered on the same day when the candidate agrees and has been given adequate preparation time.

If more preparation is needed, the candidate can attend the examination period on the final day of another course or a standalone resit within 30 days.

The pass mark for the resit remains 26 out of 32. If the resit is unsuccessful, the full SMSTS course must be taken again.

This is another reason to take the four course exercises seriously. Passing the examination alone is not enough if the required course assessment has not been completed successfully.

What happens if you miss part of the five day SMSTS course?

Kurs SMSTS wymaga stuprocentowej obecności.

CITB currently specifies a minimum of 37 hours and 30 minutes of course delivery and examination time, excluding breaks.

If you do not complete the full first day, CITB requires you to restart the course in full.

If you miss day two or a later day because of qualifying circumstances, the missed full day can normally be completed on another course within 30 days from the last day you attended.

Separate provisions exist for documented exceptional circumstances such as certified illness.

What does this mean before you book?

  • Check that you can commit to every scheduled training day.
  • Do not plan site meetings that overlap the course timetable.
  • For online training, treat the sessions as proper classroom time rather than something you can follow while simultaneously working.
  • If a genuine emergency affects attendance, contact the training provider immediately rather than waiting until the course has finished.

Which CITB publications do SMSTS delegates receive?

The course has two mandatory publications and CITB requires the training provider to give each delegate their own copy at the start of the programme.

GE700

Construction Site Safety

The comprehensive CITB guide supports the legislation, safety management and practical construction topics covered during the programme.

The delegate retains the publication after completing the course.

XA6

Construction Site Management Delegate Workbook

The workbook supports the exercises and learning completed throughout SMSTS and can also be used during the permitted part of the final examination.

The delegate keeps this publication as well.

These are not decorative course handouts. The programme expects delegates to learn how to locate and apply information rather than memorising every section of construction legislation word for word.

How does SMSTS connect with real CDM 2015 duties?

You can learn the names of regulations quite quickly.

The harder question is what happens at 7.30 in the morning when several contractors arrive, an excavation has changed overnight, plant movements start and a delivery blocks the intended pedestrian route.

This is where construction management stops being theoretical.

Under the Construction Design and Management Regulations 2015, a principal contractor on a project involving more than one contractor must plan, manage, monitor and coordinate the construction phase.

HSE identifies responsibilities including preparing, implementing and reviewing the Construction Phase Plan, coordinating contractors, consulting workers, providing suitable welfare facilities, arranging site specific inductions and taking reasonable steps to prevent unauthorised access.

Plan

The manager needs to understand what work will happen, how activities interact and which controls need to be in place before work starts.

Manage

Arrangements need to work in reality, not only inside a document. Contractors need information, resources, supervision and clear expectations.

Monitor

Conditions change. Inspections and observation allow managers to identify whether planned controls continue to work.

Coordinate

One contractor's safe activity can create a risk for another. Site management must consider how trades, vehicles, deliveries and working areas affect each other.

Completing SMSTS does not appoint somebody as a Principal Contractor or remove the legal duties of the organisations involved. It provides structured training relevant to managing those construction health and safety responsibilities.

For the underlying legal duties see the HSE guidance for Principal Contractors under CDM 2015.

Managing contractors rather than simply supervising one task?

What SMSTS does not replace

SMSTS covers an impressively broad range of construction health and safety management topics.

That breadth can create another misunderstanding.

Completing SMSTS does not automatically qualify you for every specialist role or every construction card.

CSCS

It does not give you a CSCS Manager Card

Official CSCS guidance states that SMSTS and SSSTS are not accepted as qualifications for CSCS cards. Managers normally need the relevant construction management or technical NVQ or SVQ and the appropriate CITB Health, Safety and Environment test.

First aid

It does not make you a qualified first aider

SMSTS discusses site management responsibilities, but it does not replace appropriate workplace first aid training. See our Kursy pierwszej pomocy if this forms part of your role.

Temporary works

It does not replace specialist temporary works training

SMSTS covers temporary works within the wider management syllabus. Someone appointed to coordinate that process may also require role specific competence and training such as the Kurs koordynatora prac tymczasowych.

Plant and access equipment

It does not authorise plant or MEWP operation

Understanding how an activity should be managed is different from being trained to operate the equipment. Managers responsible for MEWPs can also consider IPAF MEWPs for Managers or relevant Szkolenie PASMA.

Does SMSTS count towards a CSCS card?

SMSTS remains valuable health and safety management training, but the official CSCS website states that it is not accepted as the qualification required to obtain a CSCS Manager Card.

A Manager Card normally requires an appropriate construction management or technical NVQ or SVQ and the CITB Managers and Professionals Health, Safety and Environment test.

This distinction is worth knowing before somebody books SMSTS expecting a Black CSCS Manager Card to arrive afterwards.

Why site management still matters in 2026

Construction safety has improved enormously over the long term. Unfortunately, serious accidents have not disappeared.

The latest HSE provisional figures for 2025 to 2026 recorded 25 fatal injuries to workers in construction. Construction had the highest number of worker fatalities among the main industry sectors in that reporting year.

25 construction worker fatalities recorded provisionally in 2025 to 2026
31 worker deaths from falls from height across all industries in 2025 to 2026
126 worker fatalities from work related accidents across Great Britain in 2025 to 2026

These numbers should not be used to create fear.

They do show why construction managers cannot treat site health and safety as paperwork that belongs in a folder.

Falls, moving vehicles, moving objects and collapsing or overturning structures continue to cause fatal incidents across British workplaces.

The manager's job is not simply to react after something goes wrong. Good site management identifies how the work can fail before people are exposed to the consequences.

Current official figures are available from the Health and Safety Executive work related fatal injury statistics.

From a risk assessment on paper to a safe activity on site

Most experienced managers have seen a beautifully written method statement that bears very little resemblance to what is actually happening twenty metres away.

That gap matters.

A document does not control a hazard by itself. People need to understand it. Equipment needs to be available. Conditions need to match the assumptions. Supervisors need to monitor the work.

Consider a lifting operation.

1

Before work

Check that the operation has been planned, appropriate equipment has been selected and competent people have been identified.

2

Before the team starts

Make sure the people involved understand the method, exclusion arrangements, communication and the hazards created by other site activities.

3

During the work

Monitor what is actually happening rather than assuming the written plan is being followed.

4

When conditions change

Stop and reassess where the original controls no longer match the situation. A method written yesterday cannot predict every change today.

5

After an issue or near miss

Record what happened, investigate appropriately and make sure lessons change future planning rather than disappearing into another report.

The same management logic applies to work at height, excavations, temporary works, mobile plant, scaffolding and many other activities included within the SMSTS programme.

How should an employer prepare a group for SMSTS training?

Sending several managers onto the same course sounds simple.

It is worth checking the group first.

Before booking a management team

  • Check whether everybody genuinely works at management level.
  • Separate site managers from supervisors who may be better matched to SSSTS.
  • Check current SMSTS expiry dates where some candidates may only require the Refresher.
  • Make sure delegates can attend every required course day.
  • For remote delivery, make sure each learner can participate properly rather than joining from an active site environment.
  • Identify whether additional role specific training is required for temporary works, MEWPs, first aid, plant or other responsibilities.
  • Keep certificates and training records alongside the company's wider competence records.

This prevents a surprisingly common problem. A business books everybody onto exactly the same programme simply because they all have the word manager or supervisor somewhere in their job title.

Training should follow the responsibility people actually hold.

SMSTS course FAQ

What are the entry requirements for an SMSTS course?

There are no formal qualification entry requirements for the full SMSTS course. CITB states that delegates should hold, or be about to hold, the role of a site manager. Previous health and safety knowledge is recommended and delegates must have written and spoken English at the level necessary to operate effectively in site management.

Should I take SMSTS or SSSTS?

SMSTS is designed for site managers and aspiring site managers, while SSSTS is designed for people who hold, or are preparing to take on, site supervisory responsibilities. CITB recommends SSSTS for people without previous health and safety management experience and identifies SMSTS as a natural progression from supervisor level training.

W jaki sposób oceniany jest kurs SMSTS?

To successfully complete SMSTS, delegates must complete all four core exercises, pass the trainer review and pass the end of course examination. The trainer review considers performance and engagement during the course. A delegate who fails the trainer review cannot sit the final examination.

Ile pytań zawiera egzamin SMSTS?

The current CITB SMSTS examination contains 25 questions worth a total of 32 marks. Eighteen are multiple choice questions worth one mark each and seven use multiple response or short written answer formats worth two marks each.

What is the SMSTS exam pass mark?

The current CITB SMSTS examination pass mark is 81%, which means at least 26 marks out of 32. The examination lasts 35 minutes. Delegates may use the CITB GE700 guide and XA6 delegate workbook during the final 15 minutes of the examination.

Can I retake the SMSTS exam if I fail?

A delegate may take one examination resit when they have completed all four core exercises, passed the trainer review and achieved 23, 24 or 25 marks out of 32 in the initial examination. The resit may take place on the same day or, where more preparation is required, within 30 days. A delegate who does not achieve the required pass mark in the resit must take the full SMSTS course again.

Can I miss one day of the SMSTS course?

Full attendance is required for certification. If a delegate does not complete the full first day, CITB requires the course to be restarted. Where a later day is missed because of qualifying circumstances, the missed full day can normally be completed on another course within 30 days. Additional provisions apply to documented exceptional circumstances.

Which books do I receive on an SMSTS course?

CITB requires every delegate on the full SMSTS course to receive their own copy of Construction Site Safety, The Comprehensive Guide GE700 and the Construction Site Management Delegate Workbook XA6. Delegates retain both publications after the course.

Does an SMSTS certificate give me a CSCS Manager Card?

No. Official CSCS guidance states that SMSTS is not accepted as the qualification required for a CSCS Manager Card. Managers normally need an appropriate construction management or technical NVQ or SVQ and the relevant CITB Managers and Professionals Health, Safety and Environment test. SMSTS can be recorded in the My Skills section of the My CSCS app.

Czy ukończenie kursu SMSTS sprawia, że staję się głównym wykonawcą?

No. Completing SMSTS does not appoint a person or organisation as Principal Contractor. Principal Contractor duties arise from the appointment and requirements of the Construction Design and Management Regulations 2015. SMSTS provides training relevant to construction health and safety management but does not replace those legal arrangements.

Is SMSTS recognised by the UK construction industry?

SMSTS is part of the CITB Site Safety Plus programme. CITB states that the course is endorsed by Build UK as the standard training for construction managers. Individual employers and projects can still set their own competence, qualification and card requirements for particular roles.

Can I take the SMSTS Refresher after my certificate has expired?

No. Current CITB rules require delegates to hold a valid SMSTS certificate to attend the SMSTS Refresher. If the certificate has expired and valid eligibility cannot be demonstrated, the full SMSTS course must be completed again.

Does SMSTS replace specialist courses such as first aid or temporary works training?

No. SMSTS provides broad site management safety training but does not replace role specific qualifications or competence requirements. Depending on a manager's responsibilities, additional training may be required for first aid, temporary works, MEWP management, plant operations or other specialist activities.

Official SMSTS and construction management guidance

Current SMSTS course rules, entry requirements and assessment arrangements are published by the Rada szkoleniowa branży budowlanej. CITB is the statutory industry training board supporting skills, training and competence development across the British construction sector.
