The programme is broad because a manager’s decisions can affect many different activities. It does not make the candidate a specialist Appointed Person, Temporary Works Coordinator or confined-space manager.

Reviewing Legal and CDM Responsibilities

The refresher revisits the legal framework used to manage construction work.

This includes the Health and Safety at Work etc. Act and regulations covering areas such as work equipment, lifting operations, hazardous substances, work at height, asbestos, welfare and confined spaces.

CDM responsibilities remain central to the programme.

Managers need to understand how clients, designers, principal designers, principal contractors and contractors share information and coordinate the work. The arrangements must reflect the actual project rather than exist only as a set of standard documents.

The course provides an opportunity to review where management duties begin, what can be delegated and which responsibilities remain with the organisation or person in control.

When Plans and RAMS Need to Change

A project can move away from the original plan surprisingly quickly.

A delivery may arrive in a different order. The chosen machine may be unavailable. Another trade may still be working in an area that was expected to be clear. Any of these changes can affect the risk assessment or method statement.

S032 revisits the manager’s role in checking whether existing controls remain suitable.

The important question is not simply whether RAMS have been signed. Managers need to know whether the work being carried out still matches the document and whether the workforce understands the method.

Where conditions have changed, the work may need to stop while the sequence, equipment or controls are reviewed.

Contractor Management and Communication

A card, certificate or completed induction does not provide the whole picture of competence.

Managers also need to consider experience, task knowledge, supervision and whether the contractor has received the right project information.

The refresher covers communication between employers, trades and workers. This can include inductions, briefings, toolbox talks and the way changes are passed to the people affected.

Information should suit the audience. A long document written in technical language has limited value if the workers carrying out the task do not understand the important points.

Communication also needs to work in both directions. Operatives should know how to raise a concern, and managers need a reliable way to respond before the problem becomes an incident.

Leadership and Site Standards

Workers notice how managers deal with programme pressure, shortcuts and inconsistent behaviour.

A rule quickly loses credibility when it is enforced for one contractor but ignored for another. The same applies when a planned control is dropped because a job is running late.

S032 revisits the connection between leadership and everyday site behaviour.

Managers are expected to set clear standards, monitor what happens and intervene when work moves outside the agreed arrangements. They should also involve workers when practical experience can improve the way a task is planned.

Good engagement does not mean avoiding difficult decisions. It helps the manager make those decisions using better information.

Inspections, Records and Incident Learning

Site inspections and records should show whether risks are being managed in practice.

Relevant documents may include:

  • Induction and attendance records.
  • Inspection and audit reports.
  • Permits to work.
  • Plant pre-use checks.
  • Thorough examination records.
  • Accident and near-miss reports.
  • COSHH assessments.
  • Corrective-action records.


Completing a checklist is only the first step. Defects need to be assigned, corrected and closed within an appropriate period.

The course also revisits accident and near-miss investigation.

Immediate causes are often easy to see. Underlying problems such as poor planning, unclear responsibilities, weak supervision or unmanaged change can require more careful examination.

The purpose of an investigation is to prevent a repeat, not simply to identify someone to blame.

Plant, Traffic and Higher-Risk Activities

Plant movements, lifting operations, temporary works and work at height require clear management arrangements.

The refresher considers vehicle routes, pedestrian segregation, delivery areas, loading zones and the competence of operators and marshals.

It also covers the management principles behind lifting equipment, temporary works, excavations, access equipment and confined spaces.

Some activities require formally appointed or specially trained people. Completing S032 does not automatically qualify a manager for those specialist roles.

The manager still needs to recognise when additional planning, supervision or technical advice is required.

Health, Welfare and Environmental Management

The effects of poor health management may not become visible immediately.

Construction dust, asbestos, noise, vibration and repeated manual handling can cause harm over months or years. Managers need to make sure that these risks are assessed and controlled rather than relying on PPE as the first response.

The programme also revisits welfare, mental health, drugs and alcohol.

These issues may require support, confidentiality and careful management, particularly where safety-critical work is involved.

Environmental controls can include waste arrangements, spill response, dust, noise and protection of neighbouring properties or the public.

Does S032 Qualify Me for a CSCS Black Manager Card?

The S032 certificate is not, by itself, a qualification for the CSCS Black Manager Card.

Czarna karta applicants normally need an approved Construction Management or Technical NVQ/SVQ at the level required for their occupation. They must also pass the CITB Managers and Professionals Health, Safety and Environment Test.

The CSCS application is separate from the S032 course.
